“It is clear that DraftKings and FanDuel are the leaders of a massive, multibillion-dollar scheme intended to evade the law and fleece sports fans across the country. But in 2006, the feds carved out an exception that sanctioned fantasy sports as a game of skill (and therefore not gambling and not illegal). So how can NY shut down the betting?
